There's two scenarios, either way. Either there was a person who was driving their car when it was swept off-road. Their response to this scenario was to lift their hands into the air and say, "Jesus, take the wheel," with the faith that God will save them from this accident.
The other scenario is that it's just a phrase people say affirming that they should give their life (and its control) over to Jesus.
The picture is simply a play on the phrase, turning the wheel into a wheel on a game show (which, of course, is absurd since – even if Jesus did come back – he probably wouldn't be attending game shows as a participant).
